The only difference i noticed is the name Whistle/
The cuda is mostly written 'cuda wich would mean its a shortening of the name.
I could be wrong, but i havent seen any other difference (www.cudaworld.com)

There is a difference.  The Barracuda is the base version.  Iy usually had a 6 Cylinder or a 318.   The 'Cuda is the performance version and had either a big block or a 340 in it.  Like norrloader said though it is the "shortening of the name".  It is a nickname for the Barracuda.

When Plymouth introduced a new Barracuda's generation in 1970 there were 3 versions:
-Barracuda (standard version)
-Barracuda Grand Coupé (luxurious version)
-'Cuda (sporty version)
The 'Cuda came standartly with the 340 Wedge, engine having options to the Super Commando 383, 440 and 440+6, and 426 Hemi ones.
Barracuda and Barracuda Grand Coupé came standartly with a 225 Slant Six or a 318 V8, at no extra cost, so the other engines available were two 383 V8 (290 or 330 HP)...

Quite a few 383-2v Barracudas were built, mainly to get past insurance premiums.
