The Chrysler products used an "inline" heater shutoff valve that was located in the incoming heater hose, usually under the hood.  Some were cable operated and some vac but either way it sounds like it isn't closing.  There is a clip that hold the cable housing in place and is known for comming off, which leaves the housing to move and not move the valve.  The vac operated valve servo can go bad but usually it's the vac hose, where it is pushed onto the servo, will be cracked and not allow enough vac through to operate the valve correctly.
Hope this helps.
For the old guys like me that still remember the manufacturer of these valves was Ranko.
